I have a ceramic cooktop with 2 double burners and 2 single burners. They all act the same way. The heat is controlled by turning them on full blast and then turning them off. There is no in between. The temperature is controlled by the amount of time that they are on or off. Is this normal?

This is from the owner's manual:

Yes, that is how modern electric surface elements have operated since the early 60's. It is just more noticeable on elements under glass as opposed to coil elements which took longer to heat each time voltage was applied according to the setting.
