Our Superba double oven recently stopped heating up on the top oven. Regardless of initial setting, it stays on "low" and doesn't make any heat at all. The lower oven works fine. I pulled the part numbers 4459034 and 4450249 off of the upper and lower ovens respectively. Both test out for continuity. I think these are called thermostats. I can't find any other type of thermal fuse anywhere. What is the most likely reason why only one oven would do this, and what do I do to fix it? I don't know the actual age of the oven. I bought it used about 6yrs ago.

I could not find thermostat 4450249 but am assuming the parts you checked was Item 37A in Section 3 which is the hi-limit thermostat for the upper oven.

If the unit never comes ready then odds are that the control board is shot.
It is probably worthwhile to check the wiring from L2 to the elements.

if the unit does show that it is ready but with no heat I would check the temperature sensor.
