Whirlpool Quiet Partner II quit working during a cycle and now won't even light up. Water did not drain out of the bottom. Breaker did not trip. Could it be a bad thermal fuse or control panel?

A model number may help others help ypu.

Yes it could be a thermal fuse attached to the control board.
Could also be the board itself or a bad connection to the unit.
