Our freezer continually runs. The temp inside is around -10 to -15 all the time no matter what setting it's on. Would a new thermostat solve this problem??

Hello.

First I'll check door gasket. Is it sealing all the way around? If the gasket is OK - then replace the cold control.

It's not hard to replace it.
