Problem started when I self-cleaned the oven (first time in a while) and then after it cooled, I used some commercial oven cleaner to get up the remaining spots.

Next day, my wife noticed the oven was warm even though it was turned off. I performed a second self-clean cycle and then allowed it to mostly cool. Noticed on the lower (bake) burner that there was a small glowing spot that appeared like a small bulging kink in the burner. The upper (broil) burner also felt radiantly warm, but I couldn't see anything glowing on this one. Unplugged and allowed to cool for a day.

Next, I removed the bake element, restored power and checked the voltage coming in on the terminals. There's about 36V with it off. Turned on, normal 220V runs across the bake terminal.

The broil burner (still connected) is reading 110V with the switch set to off and 220V with it turned on.

I presume that I need to replace the bake burner as that kink is not good and that there is also a bad relay or a leaky path to ground somewhere (since both burners have black wire directly from main power cord as one of the terminal inputs). I tend to think it is more likely a short or bad path to ground since it turns on to full 220V just fine. No error codes have presented themselves.

Before I spend the big $$ on a new control panel, are there any other suggestions out there and is there anyway I can find the exact part numbers for just the relays so I can try replacing those (I'm pretty good with a soldering iron, but there's no part #s stamped onto the relays on the board).

Components of electronic controls are not sold by the appliance manufacturers, only the whole assembly. If you want to try to find replacements you'll have to get the numbers off the original part(s) and try tracing them that way.

BTW. The relays are on the electronic control not the control 'panel' which is usually the fascia of the whole control console.
