The dishwasher uses a rotating dial to select the cycles. Once you rotate to the cycle you want the dishwasher will start but the cycle/timer never moves. If you rotate the dial to the next step it will do that part of the cycle. My question is - do I need a new timer? a new cam? a new follower?

You most likely need a new timer. Both the cam and the follower rarely break, but it would be a good idea to (first turn off power to the dishwasher) remove the control panel and visually inspect both plastic items.

To remove the panel, open the door, unscrew the 6 screws that hold the control panel to the inner door panel.
