Ice Maker: when the water cycles to fill up and shuts down, there is a continued small amount of drip from the supply line. It ultimately overfills the tray in the ice maker and the excess freezes up to prevent the ice maker from dumping the ice. Does the water supply valve under the frig go out?

Yes the water inlet valve may be staying open.
