My oven's glow igniter was glowing but the oven would not light. There was also a strong smell of gas. I replaced the glow igniter and now the oven works but there is a strong smell of gas with the oven control off so for now I have the gas turned off at the source. I have checked for leaks using soapy water but cannot find any. Could the problem be the safety valve or the bi-metal gas valve? Thank You

Those are different names for the same part but yes, the oven gas valve could leak at its connection, out its body (very rare) or leak through its 'nozzle' into the burner if its internal valve wasn't closing tightly like it should.
