The water is not being heated and the heated dry is not working. I have checked the heating element and it is fine. I presume that the control panel may be the cuplrit?

Thanks for the reply. Further info -- the dishwasher completely cycles and all panel lights come on (including the water heating light). There is just no heat to the water or heat dry after finishing. All of the wiring looks good from the control board down into the door (no burned or cut wires) and the wiring underneath also looks fine. I have removed the control board and there is no obvious damage to the control board visible to the eye. My wife said the dishwasher was running and she noticed an acrid/electrical burn type smell, but the dishwasher never shut off until the cycle finished. After that, there has been no heat.
Can you expand on how I should test the control board?
