I have removed the front panel, exposing the drum. I can see the belt around the drum. This is the part I want to order and replace. How do I get the old belt off the drum, and replace with a new belt?

All you got to do is push the idler pulley to the left to release tension on the belt Then the belt should come right off. Clothes Dryer Repair Guide

Great! Do you think the belt is the cause of the squeeking noise? Or should I be checking for other causes? What else makes a dryer squeek when it's on?

Well you have the two rollers that the tub rides on and the idler pulley that the belt hooked to. Those are the parts that would normally cause a noise.
