I don't know how old it is. Why is the cold line coming out of the compressor wrapped all the way around the hot compressor instead of routed strait up? Could that be part of the reason that I can't detect cooling in the refrigerator part?

I don't think the routing of the line is causing your problem. Check to see if the condenser fan at the back underneath the fridge is running.
Are the coils near the compressor warm ,cold or hot.
Is the evaporator fan in the freezer running. It blows cold air into the fridge side through a damper in the wall between the freezer and fridge. Make sure the damper is open.
Below the evaporator fan is the evaporator coils. Remove the back cover in the freezer to observe the frost pattern. stopped up? clear? ice in one spot . frost everywhere.

The motor in the freezer compartment is frozen up. I am going for one now. I hope that they have one. I don't know if it blew a fuse I can see none on the diagram. I also unplugged the electronic block on the compressor. When I plugged it back in the cold line frosted up. It was not doing that. I hope that the other refrigerator I got yesterday is better.
