Is there any other circuit that tells the water valve to fill the ice maker outside of the ice maker itself? I replaced my ice maker and it makes ice just fine. The problem is when I have enough ice and the arm is up. I still hear the water valve cycling on and filling the the ice maker even though the trays are filled. Its not a slow leak but a cycle on and then off.

Thanks for replying Gene. The part i have through Applianceparts.com is Part Number: AP2984633 made by WHIRLPOOL
I put the arm on the right in since that was the same as the original one.
It mainly happens when we push the arm up manually but it does happen when it goes up on it's own. I bought the new ice maker right before Easter about 2 months ago

Is pulling the arm up manually causing the problem?

Whirlpool has redesigned the arm recently and put an extension on it to make it work better. If you still have the rest of the ice maker kit then try another arm (shown on the left side on the picture). If it would not work then the ice maker is probably defective. In such situation you have to call the APP customer service to exchange the ice maker under the parts warranty.
