bake element has a yellow wire on one side... follow it to where it terminates at ( should be at the control or ERC ... ) ... with the control powered on but no cooking programs chosen, check voltage out of ERC to GND.. (probably 110vac ) ... since you have 110vac being supplied all the time to one side of each element, then the ERC relay must be 'welded' closed...

okay I have done that and it seems to be welded shut

(disconnect that yellow wire to element and electrical tape it well ) ....this way you can leave power to range on and use top burners... order the clock / erc and replace ...
