Our freezer is not freezing but I can see the comprssor is running but seems hot. I cleaned all around the compressor and noticed the fan next to it is not running.

Any help would be appreciated.

The fan has to run when the compressor runs. See how to test condenser fan here. Refrigerator Repair Guide: How To Fix a Refrigerator - ACME HOW TO.com

You can put a floor fan blowing on it to get you by till you can test and replace it.
