My oven stopped a little while ago, and while looking for the problem, I came across what looks like a cartridge fuse on the back of the control panel.With power on, there is a 115v drop across the fuse, and with power off, it shows an open circuit. the problem is, it does not look like it is intended to be replaced - both ends are in closed pockets, which are then wired into the circuit board.
This looks like the problem to me, but I am unsure if I can replace it, or what size fuse it is. any suggestions?
It is located in approximately the middle of the top of the back of the panel circuit board

Thanks for the response.
This is not a standard resistor, it is a glass tube with metal ends, and a strip of metal running down the center, pretty much like any cartridge fuse, I would normally expect the glass to be smoked by the fuse burning out, but it is not, so I am still unsure about it.
The strange thing about it is that it is not in a mount allowing easy replacement. The ends are set into round caps, which are soldered into the c/b. Looking at it, it is right between five black cubical components, and the connector for the ribbon cable to the display.

On the picture it looks like they have a jumper here Could be yours has an update or is an earlier revision of the board.
It is not that uncommon for manufactures to hard wire fuses onto a board. Saves them a penny on the board. Definitely does sound like a fuse Since it measures open I would replace it. Once you unsolder one of the caps and remove the fuse, odds are high that the rating will be stamped on the fuse. If not a 1 or 2 amp fuse should do, after all you have nothing to loose.
