I have a GE side by side and here are the issues: If I turn off the freezer and crank up the fridge nothing happens, if I turn on the freezer to the lowest setting it will run ( never shut off ) and will not freeze, just get cold and when you open the doors the middle ( in the front ) it is too hot to touch. any thoughts ?

Check the condenser fan which is around back at the bottom near the compressor. It should be running when the compressor is.

The fridge side is cooled by the cold air in the freezer. The air is blown through a vent by a fan in the freezer. So that part of your description is normal.
