Condenser fan runs. coolent pipes are not very cool and not much heat is beng disapated. Compresser seems to be running. It acts like there is a loss of coolent (134A) but no evidence of it. Any ideas?

Take the cover off the inside back of the freezer and inspect the evaporator coils. If they have no frost or just frost in one spot it's probably low on freon. If it's totally iced up blocking the air flow, you have a defrost system problem.
