I am not getting any water to the front tap. I am getting water to the ice maker,because I still am making ice.I took off the water line at the bottom of the front lh door and there is NO water flow.I went to the back and took off the water line after it goes to the filter,but before it goes to the diveter valve. Plenty of water there.I think the problem may be in the diveter valve(part #AP3192626)since I still get water on only one side.Any help is appreciated.Thanks

Only way to be sure the valve is bad is to pull the water line off the valve. Unfortunately, this type of valve gets damaged once you do this!
I would just replace the valve with an AP3103466. This has compression fittings that can be disconnected/ connected easily without damaging the valve. This is a universal type valve with plenty of parts to adapt it to most refrigerators.
