We had power outage and since power outage, the compressor kicks on and kicks right back off. I replaced the starter and has made no difference.

If you replaced the start device properly, you now have a compressor with damaged windings and shutting down on it's overload. Amprobe test would confirm.

This is a real bad idea, will work, but eventually damage the start winding, and could start a fire!

But not on R134A, fractional, domestic refrigerator compressors. If you are prepared to do testing to confirm this procedure is safe, let us know and provide the data, otherwise you look very unprofessional on this forum.

You will not recomend any hard start device on this forum, you are wellcome to try it someplace else. You have not provided any evidence they are safe to use. There, however, is ample evidence they can permanently damage start windings and possably cause a house fire.
