The evaporator fan has a hard time getting going, it starts and runs for probably only around 1 second, over and over again for around a minute, it always seems to starts eventually, the temperatures in both compartments seem to be fine, would this be the fan motor itself or something else causing it to do this.

Odds are that it is the fan (Item F13 in Section 5)

Only way to be sure is to monitor the voltage to the fan. If it is 120 volts and the fan is slow starting then it is the fan.
