The top shelf of my GE side by side fridge is too warm, yet the bottomw shelves and the crisper drawers are cool. What could it be? Should a fan be running in the fridge? THe freezer is fine.

There is a fan in the freezer which blows the cold air into the fridge through a vent(damper) which is adjusted by the fridge temp control. The fan should be running when the compressor is running. It turns off when the door is opened so hold the door switch in. It also turns off during the defrost cycle.
