Try adjusting the idler tension by moving the spring into a slot that makes the belt looser. On this model the belt acts as a clutch and is supposed to slip a little bit in the beginning, so that is what you are looking for.

Also, please do not type in all caps. It looks like you are shouting, and we all hear you well enough in regular type.
