I am assuming you are referring to Item 7 in the "Fill and overfill parts" section.
If yes, then you need a new valve.
It is leaking internally.

Weird!!!

I can see it leaking past the gasket but does not make sense that it leaks out the venting holes.

I would remove it from the machine and open it up and check/clean it.
Could be something has somehow gotten into it and is stopping the water from flowing out of it quickly.

Looks like I am stumped.

Hopefully someone else who has seen and repaired this problem will jump in with a solution.

Only thing I can think of is that you have fantastic water flow/pressure and that is causing the leaking. Perhaps try shutting the water supply tap some just be sure to not shut it down too much or you will not get enough water into the unit. Probably best to check the current fill level and make sure it fills to this level with a lower flow rate.
Also if the water pressure is too low it can cause the water valve to stay open and could cause a flood
This is why I am not hot to trot on lowering the water flow.

The following is just an "if it was me".
I would get a couple screws or a bolt/nut with a decent sized head.
Then use some 5 minute epoxy around the holes on the outside, both sides if using a bolt/nut, Then screw it into the holes, the epoxy will act as a seal and the screw will make sure it does not come off.

Only a couple things that I would be careful of.
1. You do not want whatever you use to protrude too far into the cavity.
2. Would be nice if it was stainless so it will never rust out.

It looks like the top just flips shut on this assembly, I doubt it is air tight so why they put in vent holes is beyond me.
The above is just a jiggery pokery but should work.

Years ago I used to use a piece of rubber and a screw to fix pinholes in car gas tanks never had one leak. I think I actually kept one of those beaters for a year.
