My fridge is not cold. My freezer appears okay. I noticed a good amount of frost on the back of the freezer. I also have noticed that I don't hear the fridge making that on and off sound. My warranty as expired and I can't spend a lot of money for repairs or to purchase a used one if I can do it myself. Based on the diagram I can not find defrost timer.

You don't exactly have a defrost timer. You have a motherboard which has as one function to determine when your freezer needs defrosting. It's part 801 in this diagram.

Before replacing it check your defrost heater and defrost thermostat first.
