I have a GE bottom mount freezer (pdf22mfsbbb) and the condenser fan has stopped running.
With the fan disconnected I have 12-13 volts across the red/white and yellow/white however whenever I plug in the fan the yellow drops to 2-3 volts. If I supply 12 volts directly to the yellow the fan spins up and runs fine.
I have been using a technical service guide for a similar model, as one of the steps it says to check the power at the board with the plug disconnected, so it is 12-13 volts which is okay according to the manual.
I have checked the resistance across the yellow/white (no continuity) and the red/white 1.8k ohms.
I have also checked the resistance across the thermistors (j1-0 to j1-3,4,5) and they all seam reasonable according to the service guide I am working off.
The voltage drop and the no continuity on the yellow wire is throwing me off, I am not sure if I should replace the board or the motor?

I have applied the tests mentioned in the article, however should the voltages be measured with the fan connected or disconnected?
Fan Connected Yellow - 2 V Red - 12 V
Fan Disconnected Yellow - 12V Red - 12V
