My symptoms are related to water power so I'm leaning towards replacing the motor but I was hoping someone here could verify or suggest other things to check.

Basically, the symptom is that items in the top-rack are no longer getting cleaned whereas items in the bottom still are. Also, the detergent dispenser always has soap left in it which also leads me to believe it is a power issue.

If that is really the case, is Part Details - WHIRLPOOL Motor assembly, part number: AP3179651 what I need?

What part you need will be determined by what you find in the unit. If your only problem is low flow then your motor is probably OK.

Here is a service manual. Note it is for a GU1200 but should be close mechanically to yours. You may have one cycle type or option less.

1. First make sure it is getting enough water. Should fill to just under the heating element. If the pump starves for water it will not spray correctly.
2. Check to be sure the holes in the spray arms are clean.
3. Pull the pump apart and clean it out. Could be just gunk and/or other stuff in the pump.
