Sometimes you can loose half the line without actually tripping the beaker and you need the full 240 volts for the heater. Better yet measure it at the plug with a meter . Next would be the heater itself or the thermal fuse Item 15 in Section 4. Heater should read about 10 ohms and the thermal fuse should be 0 ohms.
