My mother in law broke her range top and I am trying to find a replacement. This is at their rental house and it apears as though the model numbers are gone. They found a part number on the back and it is 316106128 but when I search that number it doesn't come up.

Perhaps the following will help you find a model number.
Model Number Locator

If not you will have to open the unit up and try to find the part numbers of a number of parts and then you may be able to cross reference that back to a model number. I would start with the control board/timer.

If all else fails remove the top and take it to a local supply house for Frigidaire parts with luck a good parts person may be able to locate the correct part for you.
