I removed the rear access panel on the dryer. There isn't a bonding jumper. There is a green wire attached to the green ground screw. I can't tell if the green wire is attached to the white wire (neutral). So, do I disconnect the green wire from the grounding screw? If so, do I connect the green wire to the dryer's frame?

If you're going in that direction, I hope you mean, you're going to disconnect the green wire from the screw on the frame and tape it off, so there's no possibility of a short. and attached the green wire from the line cord to the frame screw.

You're sure you don't see any type of metal tab or strip, or wire attached to the middle terminal (white wire) of the power cord block to the chassis ground.

If so , you should be fine.
