Freezer not freezing everything, Refrigerator not quite cold enough

Ice is freezing, ice cream is not in freezer, milk is going bad faster than usual in refrigerator. About six months ago I replaced the starter/overload switch witch burnt up. Wondering if there's a connection.
Could it be the defrost timer?

Pull the back freezer panel and describe the frost pattern.

We had some people over for dinner and I put a bottle of wine, a pitcher of (warm) iced tea, and a few beers in the freezer to cool them. That was last night, and by the end of the evening it was all removed. Woke up this morning and the ice wasn't frozen and still isn't over 24 hours later. Could it be a Freon problem or thermostat?
