Ice build up around freezer side cooling coil very quickly. Checked bi metal and found out it closes when it is cold. Checked resistance of the defrost heater and its resistance is 27 ohms. When it it is cold the voltage is 28V ac at the connector connected to the defrost heater. I don't have access to electrical wiring diagram to check any further. can you tell me the reason for the ice build up and how to repair it? When ice is there freezer temperature drops and refrigerator side temperature drops as well.:confused:

The ice build up is normal. Excess buildup can be caused by leaky door gaskets or frequent door openings.
You have already checked two of the three possibilities for your defrost problem. The last one is your defrost timer which is solid state. It tells it when to defrost. It's part 6 on this diagram of your controls and parts list.
