Kenmore dishwasher soap door will not open automatically

Looks like the dispenser unit is dead. I connected a meter to the motor and ran started the fast wash cycle. I get 110V to the motor, so the motor or actuator spring is faulty. Found a replacement part on the Internet for $60 delivered in 2 days.

When does the motor actually open the door? I hooked up a voltmeter to the leads of the motor and ran a quick wash cycle. I've been looking at the meter for about 10-12 minutes and haven't seen anything yet.
