I am a renter so I do not have the manual for this dishwasher. I have a small rubber belt that is off whereever its supposed to be. The bigger one is in place around the entire bottom of the dishwasher. I can not find online(as of yet) a manual/diagram nor have I contacted GE yet for one. Would anyone know where this belt goes? My dishes are not cleaning well and I'm assuming this my have something to do with it. Also I read on another site that if you CAN hear the water emptying into the sink garbage disposal there may be a clog in the dishwahser? If this is true as well where do I find this clog and how do I fix it?

Never heard about belts in GE dishwashers. The complete model number (on the door frame) might help better.
