First flip your breaker off/on a couple times. Sometimes you can loose half the line without actually tripping the breaker. Your heater requires the full 220 volts. Motor and timer only need 120.
Better yet check it with a meter

Next would be the thermal fuse.
Remove the wires from one side of it and measure with a meter, should be 0 ohms.
Alternatively
Short the two wires together, tape them up so they cannot short to the frame and give it a try. If you now have heat replace the fuse ASAP as it is a safety device.

If it is the fuse then also clean and check your vent system.

Next would be the heater itself then the thermostats. All are best checked with.a meter.

Remember to unplug the unit when working on it. It uses 240 volts which is lethal.

Noticed that the heater does begin to heat and then clicks off....and then after awhile it clicks back on...and then off...and then it may or may not come back on.
We tested all the wires on the heater assembly. Found that the limit thermostat has a break or does not register properly on the meter...only the left side...the right side is good.
Therefore... this is the next step we were planning to do.
Part number 62641, which has now been discontimued and replaced with a different number.
Wanted to get your advice.

Not sure what you mean. Please explain how you measured it.
The usual way to check a thermostat is to remove one wire from it and measure across it for resistance. Should be 0 ohms at room temperature

Not sure where you are getting the part number.

OK, he measured across the limit thermostat and got 247.5 volts.
This does show that the thermostat is open.

In the AppliancePartsPros it is AP4298584 Item 8 in the "Rear bulkhead" section

It may be working as it should.
It may be tripping too soon.
If the heater goes on and overheats then this thermostat is supposed to open as a safety device.
The heater will overheat if enough air is not passing over it.
The blower is actually sucking the air up through the heater then through the drum then the blower then out the exhaust.

Possible causes for poor air flow over the heater are:
1.Lint filter or holes at back of drum partially plugged. If you use fabric softener, it can coat the lint filter and greatly reduce air flow. Needs to be cleaned with soap and water.

2. Bad drum seals - lets the unit suck air from around the drum and not through the heater.

3. Dirty blower wheel or blower is slipping on the motor shaft (re: stripped threads)

4. Vent system See below

VENT CHECK
Undo the dryer from the exhaust
Run a load
If the load dries correctly then you have a vent problem.
Clean/check the vent system. Make sure the outside louvers open fully.

If you do not want lint in the house.
Take a pair of pantyhose, put one leg into the other and attach this to the dryer exhaust.
Leave enough room behind the dryer so it can blow out like a windsock.
Run a load.

Both the above will allow you to check the air flow and temp.
