This model has the drain pan connected to the top of the compressor. The water is not evaporating and is about 3" deep in this pan. The refrigerator is working properly however with this water not evaporating the water sitting in the pan is stagnet and there is a fowl odor. What could be the problem? Why isn't the water evaporating?

Here are your parts
Replacement parts for FRIGIDAIRE FRT17L3FW1 Frigidaire/refrigerator | AppliancePartsPros.com

Unfortunately this parts breakdown does not show the compressor compartment but the wiring diagram does show that there is a condenser fan.

Check that the condenser/compressor fan is on when the compressor is on.
