When I press the switch to raise the telescoping downdraft, all I get is a slight hum - no action - does not raise or try to rise. My guess is that the gearmotor is bad or frozen (Part #99080295). Can't find repair manual or troubleshooting guide. I have an exterior blower. Any suggestions?

That part looks like the right one. If you visit Broans site for your downdraft, there is a part breakdown, but as for other information, it is quite limited to the files available on the site. I would try to get to the motor and while someone presses the button, try pushing the blower telescope up to see if you can get it moving. Run it up and down several times (even if you need to help it along) just to make sure nothing is in the way. If nothing is hindering it's movement and it still won't go up, then the motor should solve the problem.

How do you remove the gearmotor? Is it as simple as removing the two visible screws, or do you have to pull the entire unit out and remove the screws from the backside?
