I assume compressor, condenser fan and evaporator fan are all off.

Could be you are stuck in a defrost cycle
Take a look at Item 6 in the "Control" section
There should be a hole which will allow you to rotate the defrost timer cam manually with a screw driver.
If the unit comes on then that is your problem.
This does not rule out the timer fully, could be the contacts in the timer are not closing

Next would be the thermostat
Unplug one of the wires and measure it with a meter should be 0 ohms.
OR
Unplug the unit
Short the thermostat wires together
Make sure they cannot short to the frame etc.
Plug the unit in
If it starts then that is the problem.
Note you may have to rotate the defrost timer some just to be sure you are not in a defrost cycle.
