The front panel lights are completely out but the rest of the refrigerator and freezer are working perfectly. It even makes new ice.

I purchased a new interface panel from this site but that wasn't the problem. What else could it be?

Can just one section of the motherboard go out and cause the dispenser to stop working?

Erik,

The main control board controls all functions of the refrigerator, including the ice & water dispenser.

Check the wire harness to the freezer door (under the refrigerator). If there is nothing wrong, replace the main control board.
