My dishwasher when turned on will pump a small amount of water into the basin just below the floor of the dishwasher. The water input is not enough to cause the arms to move and therefore the dishwasher doesn't clean the dishes. The dishwasher will pump the small amount of water back out of the dishwasher. I could buy a pump for $ 70.00 but if the current pump will pump water out, does that mean the pump could still be bad?

Here are your parts
Model FDB635RFR5

A dishwasher does not actually pump water into to, it just opens a valve and the house water pressure forces the water into the unit. Also this is just opened by time so the unit does not know how much water it gets. Unlwee is overfills then the float switch shuts off the valve.

The valve has a screen filter on it's input side, it may be dirty. See "4 Frame" section Item 3.
You may have to remove the valve from the machine to clean the screen.
Usually lower left hand side behind the kick plate.
Do not remove the screen it is there to keep crud out which could hold the valve open and cause a plug.

Also could be a bad valve not opening fully.
