My freezer does not defrost properly and I have to remove the rear panel and use a heat gun to melt the ice away from the evaporator assembly. I noticed there is a heater unit and was wondering how do I check for proper operation and is this a serviceable item?

you have a defrost problem. there is three components to the defrost system, the defrost timer, the defrost heater and defrost thermostat, at the very least you would need a multimeter to check out parts

The below is from applianceaid.com
Frigidaire
has also jumped into the market with an adaptive defrost board. The fresh food section light switch and light bulb must work. To initiate a defrost cycle, open the door and push the light switch in and out 5 times within 6 seconds. The compressor and fans should shut off and the defrost heater should come on. Open the door and push the light switch in and out 5 times within 6 seconds to remove the refrigerator from the defrost mode and back into a cooling mode.

Make sure the compressor and fan shuts off.
If the defrost heater comes on then the adaptive defrost board is shot.

The above is just one test, if the heater does not come on then it still could be any one of the three components. Also the above may not work with all Frigidaires.
