My whirlpool Ultimate care II washer washes fine, but on the final spin the drum is not spinning very fast at all so the clothes are still wet. It drains all of the water out. The clothes are still soaking. What should I look at? Oh also the is a faint burning smell after it goes through the final spin.

You have a worn out clutch and probably bad brake shoes, go to my sticky above "replacing direct drive washer brake shoes".
