I can turn it both ways when it is off. I can of turn it by hand in the agitate mode.

I can turn it both ways when it is off. I can of turn it by hand in the agitate mode.

If you can not turn the transmission pulley then the transmission has to be replaced. It comes with the tub bearing and the tub seal kit. - The transmission Part number: 6-2097790

It does not matter in what position is the timer. The most important is if the drive belt is on or off. I can not see your washer. The pulley turns both ways, whether the belts are on or off.
