QUESTION: If drain line was not up 20" for a certain length of time (unknown), will drain pump get burned out?

filters good.
Impellers are good.
hose is clear and unkinked.

I would say no. In my experience I've seen motors go when the impellers get jammed and then seize the motor windings/burn brushes. Look underneath on the base tray for a wiring diagram and use a good dvm to check to voltage at the pump as well as disconnect it and check the pump itself (there should be some resistance if not they something is likely shorted).
