In another thread, I posted that I replaced the clock module in our range/oven but the burners nor the oven elements heat up. The safety thermostat measures as open (digital meter) when still wired (connected). Can I safely jumper the thermostat to see if that is my fix?

I cannot find a wiring diagram for a WECA but did find one for a WGCA, see below. If yours is wired the same then You may have two problems as the thermal cut-out is only for the oven elements and you said "but the burners nor the oven elements heat up" which I assume is the stove top elements.

I do not think jumping the safety thermostat would be safe. The problem is that if a short in the unit blew the thermostat and you jump it you will get a large arc & spark which could blow connectors, wires and perhaps the control board.

Unfortunately the parts does not have a picture of the thermostat. Some of them are resettable by pushing in a small (usually red) button between the connectors.

I would start by checking the power to the unit.
Try flipping the breaker off/on slowly a couple times, sometimes you can loose half the line without actually tripping the breaker.
If this does nothing, check the voltage at the plug
L1 to L2 should be 240 volts
L1 to Neutral and L2 to Neutral, both should be 120 volts.
If OK
Unplug the unit and check the wires at the terminal strip in the machine to make sure none are loose or burned out
If OK
Check the power at the terminal strip.
Be careful as 240 volts is lethal !!!

Then if the power is good try to confirm that the safety thermostat does indeed kill power to all the elements.
