I have switched out a 3 prong cord with a 4 prong cord to my whirlpool dryer. there was no bonding strap connecting the neutral and ground wires that i could see, so the following picture shows what i did. the green and yellow wire was in the same position it is currently in now. the problem is that after i plugged it in it wouldn't turn on at all. i must have done something wrong i just can't figure out what. any help would be great!

It looks OK to me.

The next step would be to use a meter and check the power.
L1 (BLACK) to L2 (RED) should be 240 volts.
L1 to Neutral (WHITE) and L2 to Neutral should be 120 volts.

Be very careful as 240 volts is lethal!!!

Perhaps try flipping the breaker off/on slowly a couple times before measuring anything.
Sometimes you can loose half the line without tripping the breaker.
