Whirlpool side by side regrigerator will not cool either side.
Sounds like fan is running.

Any suggestions?
Could it be the relay?

You have to do more trouble shooting.

Is the compressor running? Usually you can hear it, also you should be able to feel it vibrating and it should be warm.
Is the condenser/compressor fan running?
Is the evaporator/freezer fan running?
When you say "will not cool either side" do you mean no cooling at all or that it is not cooling enough.
