A few weeks ago I was able to get it to dispense by shoving a weed wacker filament thru' top to bottom, but yesterday , it stopped agin; and today, it won't shove thru. I can't see any obvious screws to take it apart. Is it a clip on? I see the

after reading the Chicago fix we tried this for 15 minutes and lo! it worked
