Often this is clogged filters in the unit.

Sometimes the unit is not filling enough, most units fill to just under the heating element.
Often the pump will sound different since it is sucking air.
This can be checked by adding a couple quarts of hot water after a fill.
Just be careful to not overfill it.
If it sprays OK now then odds are that the screen filter on the input side of the water valve is clogged.
Remove the valve and clean the screen.
Do not permanently remove it as it is there to keep crud out of the valve, which could hold the valve open and cause a flood.
