does a bad water valve cause water to come from under the washer . when you pull the knob to start the washer the cold water will not work. if you switch to hot water the washer will start to fill but at the same time water pours in the floor from under neath the washer

It could also be a loose hose connection at the fill valve or faucet. Does it leak all the time, only when it fills, when it drains, etc, Could you give us a better idea of what you're dealing with.
