when it should be agitating it makes a loud noise and moves just a little

Look under the machine and see if there's oil on the floor.

No its dry underneath the machine.

What do you observe when you manually turn the main pulley in the agitation direction? Do you hear any noises? Try it without the belt. Any difference?
